Nov. 1 "substantial completion" for B.C. Place, say documents


B.C. Place Stadium may not re-open until Grey Cup month, according to newly released documents.

Minutes of the Sept. 30, 2010, meeting of the B.C. Pavilion Corporation construction committee said B.C. Place "remains on track" for a Nov. 1, 2011, substantial completion.

"Discussions continue with respect to an earlier completion date," according to the report of Roy Patzer, the owner's representative on the $563 million project that includes a retractable roof.

"In response to questions, it was confirmed that: Design of the scoreboard was completed; there was little float time with respect to the tension ring delays," said the minutes. "PavCo is under no contractual obligations to provide early occupancy."

The minutes, obtained by QMI under Freedom of Information, said discussion followed "regarding potential pressures on budget and schedule".

Patzer didn't respond to a QMI e-mail, but PavCo chairman David Podmore said: "Very shortly we will be providing a detailed update on our schedule. We are making excellent progress, and I am very pleased with the pace of work and our budget performance."
