A Vancouver police officer witnessed numerous sexual acts during a one-hour undercover visit to a Vancouver porn theatre.

Testifying at a business license hearing for the Fox Theatre, 2321 Main St., Const. Mark Jarvie recalled his Jan. 3, 2009 investigation.

As he sat in the theatre, he noticed a male approach another man in the front row.

"He was on his knees and performing fellatio," Jarvie said. "After he was done, they changed places."

During the hour, Jarvie noticed a few customers smoking cigarettes in the theatre and two other men perform fellatio on each other.

He was even offered to engage in sexual activity himself.

"A man sat behind me, and after a few minutes he tapped me and said 'can I come up and play with your dick?'" he recalled.

He said no staff checked up on customers.

The details of Jarvie's report forced the city into action, according to chief license inspector Barb Windsor.

She said the theatre's owner, Lisa Huang, was told to take steps to address complaints made by police and disgruntled Mount Pleasant residents.

Despite "cosmetic" renovations, Windsor told the panel Jarvie's report proved "that the same type of offences were happening inside the premises."

Huang said her license was renewed for 2009 after she conformed to the city's requests and was surprised when Windsor recommended the city revoke her license.

"Nobody talked to me about these complaints," she said. "I thought everything was done, finished."

Huang said staff now conduct regular checks during movies and intervene when they see violations.

The hearing resumes May 13.
